History


Beaumont Hospital was planned, commissioned, and built from 1978 to 1984. The design of the hospital is almost a replica of that used in the building of the Cork University College Hospital (Wilton) in the early 1970s. The Hospital opened its doors to the public on 29th November 1987, following the closure and transfer to Beaumont of two city centre hospitals - the Charitable Infirmary in Jervis Street and St Laurence's(the Richmond).


Present


Today, Beaumont Hospital, incorporating St Joseph’s Raheny, stands as a major academic teaching hospital 5km north of Dublin City centre, providing emergency and acute care services across 54 medical specialties to a local catchment area of circa 290,000 people. The Hospital is a national referral centre for Neurosurgery and Neurology, Renal Transplantation, Cochlear Implantation, Mechanical Thrombectomy and Poisons Information. It is designated by the European Stroke Organisation (ESO) as an accredited Stroke Centre. In addition, Beaumont Hospital is a designated Cancer Centre, recently accredited by the OECI, and the regional treatment centre for both Otolaryngology and Gastroenterology. The St. Joseph's Hospital Raheny site provides both medical and surgical inpatient care, day-care,outpatient, outpatient physiotherapy, radiology services, Care of the Elderly Rehabilitation and a 100-bedded Raheny Community Nursing Unit.


Beaumont Hospital is the principal teaching hospital and academic partner for the Royal College of Surgeons in Ireland and enjoys close links with Dublin City University and other academic institutions in respect of its training and research activities. The Hospital has a complement of 1058 (IP & DC) beds and over 4,500 multidisciplinary staff. Details of recent major developments/service expansion relevant to the Hospital include:


• National Hearing Implant and Research Centre at Beaumont Hospital (opened 2019)
• Critical Care Facility Expansion (opened 2020)
• Thrombectomy Expansion (2021)
• Deep Brain Stimulation Service (commenced 2021)
• Breast Care Centre (opened 2022)
• Santry Satellite Outpatient and Diagnostic Services (2022)
• European Cancer Institute Accreditation - Beaumont RCSI Cancer Centre certified (2022)

 

Beaumont Hospital is the lead Level 4 academic Hospital within the RCSI Hospital Group, which includes Connolly Hospital, Blanchardstown, the Rotunda Hospital, Cavan/Monaghan Hospitals, Louth County Hospital and Our Lady of Lourdes Hospital, Drogheda.

 

Following the establishment of 6 new Health Regions nationally, Beaumont Hospital is designated within the HSE Health Region Dublin and North East. The new Health Regions will facilitate the delivery of integrated care pathways with community health services in their catchment area. By the end of 2024, existing Hospital Group and Community Health Organisation (CHO) structures will be stood down as the new Health Region arrangements are established.


Beaumont Hospital, as a state body, is managed by a Board which is collectively responsible for the long-term sustainability of the Hospital, as set out in Regulation 4 of S.I. No. 255 of 1977 (Beaumont Hospital Board Establishment Order, 1977, as substituted by S.I. No. 13 of 1988). As a state body, it must comply with the Governance and Governance Reporting Obligations of the Code of Practice for the Governance of State Bodies.

 

The Director of Capital Projects and Campus Developments will oversee and guide an ambitious and integrated plan to support the development of the Beaumont and Raheny Campuses and affiliate sites, in accordance with the Beaumont Hospital Strategy, 2025 – 2030.

 

The post holder will be accountable for ensuring that the Hospital, through the Capital Projects function, has the capacity and capability to deliver facilities which enhance and support delivery of safe, quality patient care in a manner consistent with national healthcare policies and local priorities, ensuring value for money and accordance with the Public Spending Code. They will provide leadership, guidance and direction to the Hospital on matters related to minor and major capital developments, communicating effectively with both internal and external stakeholders as necessary.


Key Working Relationships:


In the execution of the role, the Director of Capital Projects and Campus Developments will have key working relationships with a range of stakeholders, including:


• Chief Executive Officer
• Deputy Chief Executive Officer and Senior Management Team
• Chair of Hospital Board and relevant Sub Committee Chairs
• Director of HSE Capital Estates
• Directorate Management Teams
• Integrated Health Area Manager, HSE Dublin & North East Region
• External agencies and business partners
• Statutory and voluntary partners
• Other agencies with whom there are business relationships

Responsibilities

 

The Director of Capital Projects and Campus Developments of Beaumont Hospital reports to, and is accountable to, the Hospital Board.


The post holder will:-


• Develop a strategy to support the development of new facilities and the modernisation and optimum utilisation of existing buildings in accordance with the requirements of the Strategic Healthcare Investment Framework (SHIF) and sustainability targets.


• Prioritise and progress major and minor Capital plans which include a new Emergency Department, a 100-bedded Medical Ward Block, Critical Care expansion and other priority programmes and necessary.


• Advance an outline capital plan which underpins the current and future strategic ambitions of Beaumont Hospital, including the proactive development of the hospital campus.


• Advise the CEO and wider leadership team on capital strategy and plans, proactively guiding the progression of those plans, ensuring the smooth delivery of the design and implementation stages.

 

• Establish a structured and cohesive project delivery framework, ensuring alignment to the Strategic Healthcare Investment Framework, Governance Structures and all Statutory Requirements.


• Work in collaboration with the HSE Dublin & North East Region and the Office of the National Director, Capital & Estates, in driving the implementation of critical capital projects.


• Actively identify, assess, manage and monitor risk, ensuring mitigation of clinical and infrastructural risk as appropriate, ensuring the same is captured on the Corporate Risk Register.


• Recommend, develop and implement a suite of robust operational and budgetary controls to ensure all necessary corporate governance requirements are implemented and can be demonstrated for audit purposes. Drive a culture of 'on time, on budget' delivery for all capital projects at the Hospital.


• Ensure compliance with Health & Safety legislation, including governing Safety, Health & Welfare at Work (Construction) Regulations 2013.


• Ensure adherence to Infection Prevention & Control requirements.


• Ensure that best practices on major project controls on state-funded projects are in place.

 

PERSONAL DEVELOPMENT

 

• The extent and speed of change in the delivery of healthcare is such that adaptability is essential at this level of management. The post-holder will be required to maintain and enhance their knowledge, skills and aptitudes necessary to respond to a changing situation.

 

• The organisation has a formal performance review process in place for senior managers , and in this context, the Director of Capital Projects will be required to agree objectives and performance targets with the Chief Executive and comply with a quarterly monitoring process.

 

• The post-holder will be required to review personal development with the Chief Executive annually.

 


KEY DELIVERABLES OF THE ROLE

 

• Devising a robust Capital Projects strategy which assures the Hospital Board and external financiers.

 

• Ensuring that projects continue to be affordable and that they represent value for money and are delivered in accordance with programme specifications and budget provision.

 

• Ensuring that clinical briefs and project requirements, and scope are aligned and adhered to.

 

• Ensuring that Project Teams and Main Contractors are appointed to enable effective delivery of projects in line with Public Procurement rules and procedures.

 

• Developing close alignment to the Beaumont Development Control Plan – the successful applicant will have direct responsibility for the delivery of projects contained therein.


• Sustaining the status and services profile of Beaumont Hospital.

 

• A site-based role, the successful applicant will berequired to be 'on the ground', forming relationships and developing an understanding of the complex environment in which they will be required to deliver success.

Qualifications

Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate will need to demonstrate for successful discharge of the responsibilities of the post.

PERSON SPECIFICATION


Qualifications


(a) (i) Hold a Level 8 (or higher Quality and Qualifications Ireland major academic award in Architecture, Engineering or Surveying.


Or


Have Chartered Membership of the relevant professional association:-


• Society of Chartered Surveyors of Ireland
• Royal Institution of Chartered Surveyors
• Engineers Ireland
• Royal Institute of Architects Ireland


Or


Hold a qualification at least equivalent to one of these.


Experience


Have had at least 10 - 12 years’ satisfactory experience after attaining the qualification at (i) above, in architecture or engineering or surveying work, including adequate experience in the construction or maintenance of buildings or the installation or maintenance of the mechanical, electrical and heating services of such buildings.


And


(iii) Possess a high standard of technical training and experience.


And


(b) (i) Have experience at a senior management level in the Irish or similar public healthcare system.


(ii) Have experience working with an Executive Team and Boards.


(iii) Have a significant track record of achievement at a senior level managing a healthcare estate, or an estate of equivalent scale and complexity.


(iv) Have a significant track record of achievement at a senior level managing Capital projects and Capital plans in the health services, or an estate of equivalent scale and complexity.


(v) Have experience in managing and working collaboratively with multiple internal and external stakeholders, as relevant to this role.


(vi) Have experience in governance and risk management.


Knowledge


Possess the requisite knowledge and ability (including a high standard of suitability and administrative capacity) to enter on the discharge of the duties of the office.

The appointment is: Permanent.


Annual Salary: The salary scale ranges from €122,506 to €149,728 per annum. Appointment will be made on the Assistant National Director Salary scale, at a point in line with Government pay policy.


Location: Beaumont Hospital, Dublin & affiliated sites.


Department: Capital Projects and Estates.


Pension Scheme: The candidate will be entered into the appropriate Hospital Superannuation Scheme.

 

Working Hours: The person appointed will work a basic 35-hour week. The appointee will be required to work the hours assigned by the Board and be available outside of core hours to respond to emergency or other priority demands.

 

Annual leave entitlement: 30 working days per annum pro rata. Annual leave accrued must be taken within the duration of the contract or calendar year, and as agreed between the candidate and the Board.
