Salary:

Appointment will be made on the Radiography Service Manager 3 Scale (€86,554 - €95,261) at a point in line with Government pay policy

Full-Time, 35 hours per week

Job Summary:

The Radiography Services Manager 3 is a key member of the Directorate Management Team providing strategic, operational and clinical leadership to support radiographic staff in the delivery of effective, efficient, quality assured and patient centred radiographic service.

 

 

Key Result Areas:

  1. To take the lead responsibility for ensuring adequate clinical governance in respect of radiographic services and to develop and implement the Strategic and Operational radiographic plans of the Clinical Directorate.
  2. To provide leadership to all radiographic staff in the Directorate.
  3. To take responsibility for the performance management including performance review of radiographic staff and radiographic assistants.
  4. To be accountable to the Head of Clinical Services & Business Planning for professional practice and standards of radiography
  5. To influence the non clinical contributions that are necessary to deliver a high quality care service in the directorate including the environment, standards of cleanliness and other services that impact on patient care and welfare.

Responsibilities

Principal Duties & Responsibilities:

A. Operational Management:

                      i.        To be accountable for the quality of service delivery, ensuring effective clinical care, research, training and development within the Directorate.

                     ii.        To promote the development and maintenance of high standards of clinical care in order that the care offered is patient centred, sensitive and responsive to service users.

                    iii.        To be responsible, working with the Clinical Director and Business Manager, senior clinicians of all disciplines and service users, for developing the annual service objectives and effecting, monitoring and reporting on their implementation across radiographic services.

                   iv.        To monitor service objectives, to ensure that the quality of the service is congruent with the resources available.

                    v.        To ensure effective working practices with other Directorates and hospital departments and Health Care agencies to maximise the delivery of a seamless service.

                   vi.        In conjunction with the Directorate Management team to evaluate the contribution of staff groups and skill mix to ensure the provision of an acceptable level of service that appropriately supports the clinical activity of the Directorate.

                  vii.        To promote effective working partnership Hospital-wide and with Regional and National colleagues to strategically position the Directorate for future service change and developments in accordance with local, regional and national policy in Health and Social Care, and so maintain the reputation of the Directorate for high standards of care and innovative practice.

 

 

B.  Bed Management and Discharge Planning

      i.        The Directorate Radiography Manager is required to work closely with   bed management, Directorates and other key stakeholders in relation to ensuring effective and efficient access to radiology diagnostics. 

 

 

C.  Service Planning

      i.        To be responsible for developing the radiographic component of the annual business plan for the Directorate, which contributes to the Hospital’s provider plan with the HSE.

     ii.        To be responsible for the co-ordination, review and planning of radiographic services to meet service agreement requirements stipulated by the HSE and to support the development of plans to achieve required changes in service provision, working closely with the Directorate Management Team and relevant Heads of Professions, Corporate and Facilities Managers and staff.

    iii.        To keep the Clinical Director and Head of Clinical Services & Business Planning appraised of any significant development(s)  within radiography

   iv.        To be responsible for the development of business cases and/or other proposals for improvements or modernisation of radiographic services.

    v.        To be responsible for the identification of cost improvements, service developments and income generation opportunities in radiographic services within the Directorate.

   vi.        To lead projects which improve the quality of services provided to patients evidenced by improved performance against national and international benchmarks.

  vii.        To advise on equipment selection, purchase, replacement or upgrading

 viii.        In conjunction with the Clinical Director and Business Manager, formulation of policies and the selection, introduction and development of information and other systems for coordination of data collection, communication and management

 

 

D.  Performance and Financial Management.

      i.        With the Clinical Director and Business Manager, to develop, implement and evaluate operational policies, protocols and guidelines to maximise utilisation of resources and ensure systematic audit of such usage.

     ii.        To liaise closely with internal and external service users to ensure effective and efficient utilisation of available resources

    iii.        To monitor, control and report on Directorate radiographic activity and income and expenditure, working closely with the Director of Finance, and Head of Clinical Services & Business Planning at corporate level and with Clinical Director and Business Manager at Directorate level.

   iv.        To act as a budget manager for the Directorate in respect of radiographic resources.

    v.        To be accountable for the effective use of radiographic resources alerting the Clinical Director in respect of imminent budgetary overspends and ensuring that all the hospital’s standing financial instructions and standing orders are adhered to.

   vi.        To develop a series of performance indicators for the radiographic services within the Directorate which support the achievement of the hospital-wide Key Performance Indicators and emerging Balance Score Sheet targets.

  vii.        To work with functional and professional heads to develop mechanisms to ensure that clinical activity is measured accurately and fully costed where appropriate.

 viii.        To contribute to initiatives to monitor and track performance targets and develop internal and external comparative performance monitoring information to support and inform decision-making within the Directorate and hospital wide.

   ix.        To ensure that the quality of data regarding all radiographic activity is of the highest quality and that individual radiographic staff understand their roles and responsibilities.

    x.        Establish mechanisms which provide the Directorate Management Team with timely management information regarding performance against specified targets, budgets, contracts, service level agreements etc.

   xi.        To participate in pricing and costing models working towards aligning patient activity by diagnostic condition to expenditure.

  xii.        To support the development of a service level agreement process by participating in developing and designing this and by supplying information to understand costs, pricing of service, case mix identification and other relevant information.

 xiii.        To contribute to the development and implementation of corporate strategies and decisions within the hospital.

xiv.        To promote a corporate approach to the hospitals overall strategy objectives, mission and values.

 xv.        With the Clinical Director and Business Manager identify potential for efficiency and savings through improved practices and innovation and develop, implement and evaluate strategies to maximise potential income generated by activities

xvi.        With the Clinical Director and Business Manager lead the Directorate Team in strategic planning, development and redesign of radiology services.

xvii.        To participate and cooperate with any internal or external evaluation of the service

 

 

E.  HR Management and Organisational Development

      i.        Manage all radiographic staff within the Directorate, complying with hospital HR policies and procedures.

     ii.        Ensure the optimum and effective use of staff through efficient rostering, skill/grade mix planning, workload measurement  and staff deployment

    iii.        Maximise the contribution of these staff by developing systems for performance review, personal development, individual and organisational development and continued skill mix review. Foster a high level of morale among staff by effective motivation and communication

   iv.        Ensure that the responsibilities and objectives for direct reports are clearly defined and understood – job descriptions and person specifications are up-to- date.

    v.        In conjunction with the Directorate Management Team and other relevant heads of functions and professions regularly reviewing staff complements and skill mix across the Directorate to ensure that staffing is appropriate for current and projected clinical and operational demands.

   vi.        vi.      In partnership with the HR, develop local strategies for the recruitment and retention of radiographic   radiography assistant staff.  Be responsible for the recruitment of radiographers and radiography assistants within the Directorate and ensure that effective local induction compliments the Corporate Induction Programme.  Participate in Directorate-wide recruitment as appropriate.

  vii.        Be responsible for managing sickness and absence in accordance with hospital policy.

 viii.        Advise radiography staff on human resource issues in accordance with HR policies and procedures.

   ix.        Be responsible for facilitating radiographers and radiography assistants to continue their education and personal development to support improved organisational performance.  This includes the relevant professional programmes for radiographers and approved FETAC/SKILLVEC courses for radiography assistants.

    x.        Liaise with the Centre of Education to compile a Directorate Training and Education Plan encompassing mandatory, corporate and professional development objectives and to realise the capabilities and contribution of radiographers and radiography assistants.

   xi.        Ensure the involvement of all radiographers and radiography assistants through open and direct communication to sustain a high level of commitment and flexibility from the Directorate workforce through implementing the Hospital Communication Strategy and in particular the Team Briefings Policy.

  xii.        Promote equal opportunity and adherence to best practice employment and approaches to managing and implementing change.

 xiii.        Act on the management side of any union negotiations

 

 

F.  Quality Assurance and Risk Management

      i.        Contribute to the development and lead on the implementation of best practice service modernisation and improvement plans and strategies within the Directorate.

     ii.        Encourage a culture of continuous improvement and mutual co-operation in the achievement of the highest possible standards of clinical care and maximum efficiency.

    iii.        Ensure the best practice standards of clinical care are in operation and that regular monitoring is undertaken through audit

   iv.        To work with the Directorate Management Team, stakeholders and colleagues to develop clinical governance systems within the Directorate which ensure that all relevant HIQA and international standards are met. These include compliance with all legislation on radiation safety  and adherence  to radiation safety strategies in the hospital

    v.        With the Clinical Director ensure that effective leadership and effective systems are in place for the routine evaluation of infection control data, compliance with hygiene audits and the hospital’s infection control policies and procedures.

   vi.        To ensure that the Directorate has an effective process for risk assessment and risk management in respect of radiographic services.

  vii.        To co-ordinate the Directorate’s participation in local risk management initiatives to monitor clinical and non clinical issues with the Directorate ie Health & Safety, Infection Control, Occupational Health, Fire Safety, environmental and organisational risks.

 viii.        To be responsible for ensuring that adverse incidents involving radiographic practice within the Directorate are investigated promptly, respecting confidentiality, taking preventative action where necessary to ensure that IQS procedures are adhered to and fully implemented.       

   ix.        To lead, direct and participate, as appropriate, on relevant group in relation to quality and risk management

    x.        To maintain good collaborative working relationships and communications with appropriate statutory, professional  and voluntary organisations for and/or participating in health care

 

 

G.  Professional Leadership

      i.        To provide professional radiographic leadership across the Directorate, ensuring an appropriate structure is in place to support radiographers and radiography assistants at all levels, to encourage innovation and promote succession planning.

     ii.        To ensure adherence to all codes and guidelines relating to professional practice including the maintenance of quality assurance standards

    iii.        To be responsible for robust systems that regularly review radiographic policies and procedures, ensuring that the relevant and appropriate consultation takes place with other key stakeholder e.g. radiologists, clinicians, physicists and radiation protection advisor.

   iv.        To strategically influence the Directorate’s training and educational plans, to anticipate future service requirements, to ensure equity and maintain compliance with the Beaumont Hospital Education, Training and Development Strategy.

    v.        To promote and maintain a culture of evidence based practice for radiography, ensuring the creation of effective local networks to share good practice and dissemination.

   vi.        To monitor research and new developments. Initiate, facilitate and take part in relevant research and promote awareness of ongoing and current research

  vii.        To ensure that all statutory requirements related to radiography practice are met by the Directorate.

 viii.        To act as an advisor to the Clinical Director and the Head of Clinical Services & Business Planning on matters relating to professional conduct, radiography practice issues and statutory instruments.

 

 

The job description is an outline of the post as it is currently perceived by the hospital and will be subject to review and amendment. Qualifications

Selection Criteria: 

Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. 

Applications will be assessed on the basis of how well candidates satisfy these criteria.

 

Mandatory:

  1. Statutory Registration, Professional Qualifications, Experience, etc.

 (a) Candidates for appointment must:

(i) Be registered, or be eligible for registration, on the Radiography Division of the

Radiographers Register maintained by the Radiographers Registration Board at

CORU.

AND

(ii) Have 6 years fulltime (or an aggregate of 6 years) post qualification clinical

experience.

AND

(iii) Possess a minimum of 10 postgraduate ECTS credits or equivalent relevant to the

profession or the management of the profession as adjudged by the HSE and verified

by the IIRRT** (see Note 1 below).

AND

(b) Requisite Knowledge & Ability

Candidates must have the requisite knowledge and ability (including a high standard of suitability, managerial, leadership and professional ability) for the proper discharge of the duties of the office.

AND

(c) Candidates must provide proof of Statutory Registration on the Radiography

Division of the Radiographers Register maintained by the Radiographers

Registration Board at CORU before a contract of employment can be issued.

 

 

  1. Annual Registration

(i) On appointment practitioners must maintain annual registration on the

Radiography Division of the Radiographers Register maintained by the

Radiographers Registration Board at CORU.

And

(ii) Practitioners must confirm annual registration with CORU to the HSE by way of

the annual Patient Safety Assurance Certificate (PSAC).

 

 

Note 1:

Portfolio Requirements for meeting the educational requirement for the post of

Radiography Services Manager III.

All candidates wishing to apply for the role of Radiography Services Manager III must submit

a portfolio for review, along with their application form, to demonstrate how they meet the

educational requirements of the post. A minimum of 10 postgraduate ECTS credits, or

equivalent as recognised by the IIRRT, is required to meet the eligibility for this post and

certified proof of completion must be included.

 

Ten European Credit Transfer System (ECTS) credits equates to 250 hours of learning, effort

with one ECTS equating to 25 hours of work. ‘Effort includes all courses, lectures, tutorials,

seminars, time spent in independent study or research and any additional time and effort

expected of a Radiographer’). A minimum of 5 ECTS must be accumulated through direct

learning i.e. through attending courses, lectures, tutorials, seminars or completing e-learning

modules.

 

The portfolio should be pertaining to the preceding 6 years and should include:

o Details of relevant education undertaken including copies of certificates of any

relevant courses completed*;

o Copy of transcripts of any academic courses completed bearing the stamp of the

awarding body and details of the curriculum of the completed course**;

o Details of relevant continuing professional development*;

o Details of relevant research activity*;

o Details of involvement in relevant educational activities*;

o Details of relevant professional activities, which demonstrates acquired prior learning

of the speciality*;

 

* Include details of the time spent on the activity and the acquired competences relevant to the context of practice gained through this form of learning.
