Responsibilities

 

Principal Duties and Responsibilities

To provide IT Support to the Cancer Directorate with specific responsibility for the maintenance and management of Dendrite, to support the National Cancer Information System (NCIS) and to manage IT Systems within the Cancer Directorate.

 

IT Management and Support

  • Co-ordinate with other relevant IT personnel (external and internal) in planning the acquisition, installation and implementation and maintenance of software products that support operations in the cancer data department.
  • Plan and develop upgrades to data management systems.
  • To develop, manage and problem solve interfaces between internal hospital and relevant external systems.
  • To develop a system for logging and monitoring of all calls, queries and resolutions pertaining to the IT systems, addressing problems, complaints and questions.
  • To support the technical function of data reporting systems, and business intelligence programmes for the reporting of cancer data for example Power BI.
  • Day to day duties in Cancer Data Office assisting the Cancer Data Team with operational and strategic planning. To develop and implement new or revised operating standards and procedures that are necessary for the efficient functioning of the Cancer Data Office.
  • Build datasets in conjunction with the Data Managers.
  • Configure the data management system to meet internal and external data requirements.
  • Assist in the development of automated reports, which meet internal and external requirements.
  • Support the Cancer Services Team in organising and preparing for internal and external reviews.
  • To maintain complete confidentiality of all information received into the Cancer Data Office acting with discretion and integrity at all times in relation to sensitive data and in line with GDPR legislation.
  • To manage access for users of relevant Cancer Directorate Systems in line with GDPR and relevant hospital policies.
  • To comprise and regularly update tumour site data dictionaries. To develop and maintain an IT change manual for each tumour site.
  • Identify opportunities for improvement and ways to streamline data collection.
  • Regular and effective communication with Cancer Data managers in relation to all aspects of cancer datasets.
  • Monitor and maintain structures and systems supporting Cancer Directorate data warehouse.
  • To support the management of Beaumont RCSI Cancer Centre Website, and the integration into the Beaumont Hospital website relaunch.
  • Engage in and represent the Cancer Directorate and its interests in local or national working groups on various IT projects or programmes e.g. Project Coral

 

Data Management

  • Participate in departmental data projects and support the cancer data team in collecting and inputting data for specific projects
  • Validation of data recorded in the Cancer Directorate Database.
  • Inputting of data into the Cancer Directorate Database system if required.

 

Quality Improvement & Audit

  • To participate in the departmental audits and quality improvement projects across the service.
  • To support the IT element of quality improvement initiatives e.g development of audit analysis tools

Qualifications

Mandatory

 

In exercise of the powers conferred on me by Section 22 of the Health Act 2004, I hereby approve the
qualifications, as set out hereunder, for the appointment and continuing as Staff Officer, Grade V in
the HSE.


1. Professional Qualifications, Experience, etc


(a) Eligible applicants will be those who on the closing date for the competition:
(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory
health agencies, or a body which provides services on behalf of the HSE under Section
38 of the Health Act 2004.


Or


(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects
in the Department of Education Leaving Certificate Examination, including
Mathematics and English or Irish1. Candidates should have obtained at least Grade C
on higher level papers in three subjects in that examination.


Or


(iii) Have completed a relevant examination at a comparable standard in any equivalent
examination in another jurisdiction.


Or
(iv) Hold a comparable and relevant third level qualification of at least level 6 on the
National Qualifications Framework maintained by Qualifications and Quality Ireland,
(QQI).
Note1:
Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a
foundation level paper is not acceptable.


Candidates must have achieved these grades on the Leaving Certificate Established
programme or the Leaving Certificate Vocational programme.


The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability, including a high standard of
suitability, for the proper discharge of the office.


2. Age
Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within
the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A
candidate who is not classified as a new entrant must be under 65 years of age on the first day of
the month in which the latest date for receiving completed application forms for the office occurs.


3. Health
Candidates for and any person holding the office must be fully competent and capable of
undertaking the duties attached to the office and be in a state of health such as would indicate a
reasonable prospect of ability to render regular and efficient service.


4. Character
Candidates for and any person holding the office must be of good character.

 

Desirable:

  • A recognised IT professional qualification
  • Experience in working with Power BI
  • Knowledge of SQL and HL7 standards
  • Excellent communication and interpersonal skills
  • Desire to develop systems and embrace change practices.
  • Experience of working in a healthcare environment
  • Demonstrable experience using MS Office, in particular Excel, Access, Word
  • Demonstrable experience of development and configuration of databases and/or interfaces
  • Proven ability to work as part of a team
