Responsibilities

Principle Duties and Responsibilities

 

 

General

  • The Technical Services Department provides maintenance and project services to all departments within Beaumont Hospital.
  • The maintenance team support all sections of Beaumont Hospital and are an integral part of the health care service.
  • The foreman is directly responsible and reports directly to TSD management team or as designated, and will work in collaboration with contractors and design teams for internal projects both minor and major.
  • Foreman position may be multidisciplinary with requirements to assist with other trades/ shops.

 

Professional Qualifications and Experience

  • Have completed a 4 year apprenticeship and hold a level 6 advanced certificate craft- electrical or equivalent.
  • Foreman experience.
  • Good technical knowledge and experience.

 

Role/ Requirement

  • To supervise and control all relevant corrective/ preventative maintenance or installation work and be responsible for maintaining all property, in an efficient manner.
  • To supervise and control all tradespersons, operatives and workshops assigned to him/her
  • Manage and operate the maintenance request data base and assign works to staff including sign off requests on completion of both hard and soft copy format and future systems.
  • Engage proactively with change management within the department.
  • Ensure that comprehensive maintenance schemes and work programmes are carried out satisfactorily and signed off by relevant staff.
  • Liaise with user departments on work standards and work programmes
  • Supervise the operation of the building management system to enable the monitoring of plant performance and efficiency alongside other foreman and managers and keep an up to date log of frequent alarms from the alarm log.
  • Perform services on an overtime basis within reasonable limits as may be required from time to time.
  • Perform his or her duties in any hospital department or at such locations as may be required by the hospital.
  • Maintain an excellent standard of work.
  • Report to the technical services management team or as delegated on any irregularities that might adversely affect the performance of assigned duties.
  • Be willing to report to the hospital outside of normal working hours in an emergency situation.
  • Review and actively participate in the method statement process for contracted works and ensure all staff under your remit follows the hospitals SOP’s relating to maintenance works and small installations.
  • Operate at trade level with good technical knowledge of the services managed.
  • Develop a working relationship with the Health Information and Quality Authority (HIQA) standards as they apply to the role, for example the standards for Healthcare, National Standards for the prevention and control of healthcare associated infections, hygiene standards etc, and comply with associated protocols for implementing and maintaining these standards.
  • Support, Promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
  • Manage all trades in the relevant maintenance department and ensure all work complies with current standards and regulations
  • Arrange for the purchase of such supplies and materials and the allocation of resources as are necessary for the completion of all work both maintenance and project lead.
  • Maintain an up to date records of PPM’s and various works set out by the Technical Services Management Team that comprehensive maintenance schemes and work programmes are carried out satisfactorily with appropriate records required kept in addition to regular processing of all documentation associated with the operation of the section.
  • Arrange for the organisation and training of staff either directly or through the first line of supervision.
  • Assist in the preparation of specifications, schedules of materials, cost estimates, work programmes and drawings.
  • Supervise external contractors engaged in both maintenance and minor capital works when the need arises.
  • Participate in the development and maintenance of computerised maintenance systems and all technical advances within the department and hospital.
  • Provide focus to the technical services department and facilitate the team regarding integration of services and creation of new service functions to meet the developing service needs of the estate.
  • Ensure that sufficient staff are available for work through the management of annual leave, time in lieu and other leave.
  • Liaise with hospital user departments on work standards and work programmes, ensuring that they are fully briefed in the use and care of all items and equipment.
  • Ensure adherence to the hospital policies and procedures.
  • Have direct oversight of the performance of the staff within your control and escalate any issues as necessary to technical Services management.
  • Must be proficient in the use of Microsoft office package and be willing up upskill in the use of software.
  • Must have excellent interpersonal skills.
  • Must be able to work of own initiates and lead a team.

 

Working hours

  • The foreman shall report promptly for duty on a 5 day 39 hour week Monday to Friday with the core hours of 8am - 4.30pm (Mon- Thur) and 8am- 3.30pm (Fri)
  • Some works may be required on an overtime basis and will be remunerated at the appropriate rate.

Such records and information are strictly confidential and, unless acting on the instructions of an authorised officer, on no account must information concerning staff, patients or other health service business be divulged or discussed except in the performance of normal duty. In addition records must never be left in such a manner that unauthorised persons can obtain access to them and must be kept in a safe custody when no longer required.

Qualifications

Madatrory Critria:
1. Each candidate and any person holding the office must be of good character.

2. Each candidate must have completed an approved period of apprenticeship and be a member of a recognised union. He/she must have passed the Department of Education (Junior and Senior) Trade Exams.

3. Each candidate must have relevant supervisory experience.
