Purpose of the Role

 

The Management Accounting Lead will play a key role in the successful implementation of the Integrated Financial Management System (IFMS) across the hospital. The post holder will act as the subject matter expert for management accounting processes, ensuring that budgeting, forecasting, reporting, cost centre management, and financial performance monitoring requirements are incorporated into the new system design and operating model.

The role will work closely with Finance, Procurement, ICT, HR, Operational Managers, the National IFMS Team and implementation partners to support process redesign, data migration, testing, training and deployment activities.

Responsibilities

 

 

IFMS Programme Delivery

  • Act as the Finance lead for all management accounting work streams within the IFMS Programme.
  • Represent Management Accounting requirements during system design and configuration workshops.
  • Support the development of standardised financial processes in line with national IFMS standards.
  • Work collaboratively with the national IFMS programme team and implementation partners.
  • Identify and escalate issues, risks and dependencies relating to management accounting processes.

 

Budgeting and Forecasting

  • Lead the review and redesign of budgeting and forecasting processes for the IFMS environment.
  • Ensure budget structures, cost centres and reporting hierarchies are aligned to organisational requirements.
  • Support the development of automated budget monitoring and forecasting capabilities.
  • Validate financial planning and budgeting data prior to migration.

 

Financial Reporting

  • Define management reporting requirements for internal and external stakeholders.
  • Support the development of dashboards, financial reports and performance reporting tools.
  • Ensure reporting outputs meet operational, directorate and executive management requirements.
  • Participate in user acceptance testing of reports and analytics tools.
  • Assist in designing financial reporting packs for executive management and governance committees

 

Data Management and Migration

  • Review existing chart of accounts, cost centres and financial structures.
  • Support mapping and cleansing of financial data for migration into IFMS.
  • Validate migrated data and ensure completeness and accuracy.
  • Assist in development of future reporting structures and governance arrangements.

 

Testing and Quality Assurance

  • Develop and execute test scripts relating to management accounting processes.
  • Participate in system integration testing, user acceptance testing and dress rehearsals.
  • Resolve testing issues in collaboration with programme stakeholders.
  • Ensure financial controls are maintained throughout implementation.

 

Change Management and Training

  • Support organisational readiness activities.
  • Develop training materials and procedures relating to management accounting functions.
  • Deliver training and knowledge transfer sessions to end users.
  • Promote adoption of standardised national processes and best practice.

 

Stakeholder Engagement

  • Build effective relationships with Finance Managers, Budget Holders, Directorate Management Teams and operational departments.
  • Liaise with National IFMS Programme representatives and other healthcare organisations implementing IFMS.
  • Provide expert advice on management accounting implications of system design decisions.

Qualifications

 

 

Selection Criteria: 

 

Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.

Mandatory:

 

Experience with Integra or SAP experience

Professional Accountancy Qualification (ACA, ACCA, CIMA, CPA or equivalent).

Membership of a recognised professional accounting body.

 

 

 

Desirable:

 

Significant experience in management accounting, budgeting and financial reporting.

Experience working in a large, complex healthcare or public sector organisation.

Strong knowledge of financial performance management and budgetary control.

Experience of finance systems implementation, upgrades or transformation programmes.

Experience of process mapping, redesign and change management initiatives.
