Specialist Medical Scientist Laboratory Quality Department

Key Duties & Responsibilities:

The specialist scientist in quality reports to the Quality Manager and has sufficient free time from other commitments to assist with implementation of the quality system on a daily basis. 

1. To perform his/her duties under the general direction of the Quality Manager
2. To perform all aspects of work to the highest standard.
3. To supervise and provide support and training to medical scientists, medical laboratory assistants and administration staff in the performance of their duties with respect to Qpulse and the QMS.
4. To co-ordinate training in the Directorate, working in conjunction with the Practical Educator co-ordinator where applicable.
5. To assist in maintaining the accreditation status of the Directorate through compliance with the requirements of ISO15189.
6. To carry out quality management projects as allocated by and under the guidance of the Quality Manager
7. In conjunction with the Quality Manager, ensuring compliance with relevant national, European and international standards including ISO 15189, AML-BB, relevant EU Directives, applicable INAB/EA/ILAC guidelines, INAB Regulations and Terms and Conditions, and relevant legislation.
8. To represent the Quality Manager at meetings when required.
9. Partaking in laboratory and quality meetings, decision making and policy implementation as appropriate.
10. Deputy point of contact for external accreditation bodies e.g. INAB.
11. Deputy system administrator for INAB CRM system.
12. Assist Quality Manager with preparation for and follow up on external inspections to include recording of findings and verifying the completion of root causes analysis and corrective action as required by the reports of the inspectors.
13. Assist Quality Manager with maintenance and overview of equipment management in the Directorate.
14. Working under supervision of the Quality Manager ensuring the quality management system on behalf of laboratory management is established, implemented and maintained, including:
    • Continual quality improvement
    • Directorate quality objectives
    • Key Performance Indicators (KPI’s)
    • Maintenance of QMn-GEN-001 Quality Manual
    • Document Control Audits
    • Non-conformances
    • Change management procedures
    • Validation procedures
    • Internal Quality Control
    • External Quality Assurance
    • Maintenance and administration of the Q-Pulse System.
    • Supplier and referral laboratory reviews.
    • IT functionality
    • Complaints, queries and problems.
15. To attend courses and meetings as appropriate to maintain up to date knowledge.
16. To perform any other duties as may be appropriate to the grade and as designated by Quality Manager.

Mandatory:

1. Statutory Registration, Professional Qualifications, Experience, etc

(a) Candidates for appointment must:

(i) Be registered, or be eligible for registration, on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU.

AND

(ii) Possess one of the following NFQ Level 9 post graduate qualifications or

equivalent qualification at minimum Level 9 validated by the Academy of Clinical

Science and Laboratory Medicine;

MSc Clinical Laboratory Science, Dublin Institute of Technology (DIT).

MSc Clinical Laboratory Science, Technological University Dublin (TU Dublin).

MSc Clinical Chemistry, University of Dublin, Trinity College (TCD).

MSc Biomedical Science, University of Ulster (UU)

MSc Biomedical Science, Cork Institute of Technology (CIT)/University College

Cork (UCC).

MSc Biomedical Science, Munster Technological University (MTU)/University

College Cork (UCC).

MSc Molecular Pathology, Dublin Institute of Technology (DIT)/University of

Dublin, Trinity College (TCD).

OR

(iii) An equivalent qualification at minimum Level 9 validated by the Academy of

Clinical Science and Laboratory Medicine (ACSLM).

OR

(iv) Possess Fellowship of the Academy of Clinical Science and Laboratory Medicine awarded before July 2018.

OR

(v) Have attained the Fellowship examination of the Institute of Biomedical Science

(Awarded prior to 1999).

AND

(vi) Possess four years full time clinical experience (or an aggregate of four years’ full time clinical experience) as a medical scientist in a clinical diagnostic laboratory since qualifying as a medical scientist.

AND

(vii) Demonstrate knowledge and experience in the appropriate specialist area

AND

(viii) Demonstrate evidence of Continuous Professional Development.

AND

(ix) Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.

AND

(x) Provide proof of Statutory Registration on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU before a contract of employment can be issued.

2. Annual registration

(i) On appointment practitioners must maintain annual registration on the Medical

Scientists Register maintained by the Medical Registration Board at CORU

AND

(ii) Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).

Desirable:

1. Experience in management of quality management system in laboratory
2. Experience working with INAB systems

If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/ Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
