Post Title: Senior HR Recruitment Officer – Grade V (Human Resources)

Post Status: Permanent

Accountable to: Head of HR Operations

Salary: Appointment will be made on Grade V (€51,718 -61,866) at a point in line with Government pay policy.

Hours of work: Full-Time – 35 hours per week

Responsibilities

Resourcing & HR:

  • Manage, develop and introduce HR best practice in relation to recruitment and selection.
  • Manage and co-ordinate full cycle recruitment and promotions activity.
  • Act as a point of contact for staff on human resource issues in accordance with HR policies and procedures.
  • Authorise staff salary payments and manage all administrative aspects of staff terms of employment, entitlements and benefits in line with Public Sector Pay Policy, liaising with the Finance Department as necessary
  • Interview scheduling and interview board support as required.
  • Inputting relevant HR data to HR information systems, ensuring the accurate recording of personal, employment and staffing establishment information.
  • Ensuring employee personnel files are kept up to date and files processed accordingly.
  • Liaising with recruitment agencies and preferred search partners
  • Responsible for processing assigned competitions from the initial stage of advertising to the final stage of the recruitment process in line with current policies and procedures.
  • Leading / supervising junior Recruitment staff.
  • Responsible for processing temporary set-ups, renewal of temporary contracts and acting/promotion appointments as assigned in line with the standard operating procedure.
  • Responsible and accountable for ensuring work permit applications and renewals are processed on time.
  • Responsible and accountable for ensuring the accurate application of all Department of Health / HSE Circulars, directives etc.
  • Preparation and posting of recruitment advertisements in line with relevant legislation.
  • Ensuring compliance with Equality Legislation when processing recruitment competitions.
  • To provide quality HR advice to service users in relation to recruitment processes / competitions and general HR queries that may arise.
  • To assist in staff training and support.
  • To support the Head of Recruitment in the provision of a day to day Human Resources service to line managers.
  • Any other duties as assigned.

Senior HR Recruitment Duties:

  • Provide HR advisory input into service area projects, change management programmes and working groups as required.
  • To keep up to date with developments in employment legislation and human resources best practice, to participate and initiate knowledge sharing within the team ensuring continuous development and improvement in the service offered.
  • To provide cover across Recruitment Section/Human Resources Department as requested.
  • To represent the HR Department on internal committees, Corporate Induction, interview panels and working groups.
  • Support and plan in the management of recruitment workload activity with Grade IV and Grade III staff within the recruitment section.

Qualifications

Professional Qualifications, Experience, etc

 

(a)          Eligible applicants will be those who on the closing date for the competition:

(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004.

Or

(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish. Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.

Or

(iii) Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction

Or

(iv) Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).

  

Desirable:

 

  • Over 2 years Recruitment experience in Agency or In-house role
  • Working experience of an Applicant Tracking System
  • Knowledge of Employment legislation
  • Project Management Skills
  • Previous Health Sector experience
