Appointment will be made on SUPPLIES OFFICER GRADE A Payscale (€57,325 - €65,363 LSI €67,695 LSI2 €70,034) at a point in line with Government pay policy.

Position Summary:
The purpose of this post is to assist the Head of Catering in the management of supply lines and contracts to the Catering Department. To order goods/ services in line with contracts. To receive dockets and invoices and match same to contract for sign off.

Responsibilities

Duties & Responsibility:

Purchasing and Contract Management:

  • Manage all purchasing in line with contracts- Food, Consumables, all Catering Equipment, Uniforms and Safety Shoes.
  • To manage contracts and produce reports for head of department on supply chain, missing items, trends etc.
  • To ensure stock levels are maintained to meet service.
  • Ensure stock is rotated.
  • Seek feedback on items purchased re – quality, use by patients, costs and selling.
  • To advise and guide re pricing of goods in Croí Na B Staff Restaurant and Green Bean Cafe.
  • To communicate with main contractor and organise meetings on a regular basis.
  • Assist with tenders for recommendations/approval of Head of Department/Procurement
  • Maintain computerised records of all activity.
  • Visit key provider sites with catering officers/ managers to ensure HACCP and safety requirements are in place.

Staff Management:

  • Establish liaison with Supplies personnel.
  • Ensure a robust system is in place for the receipt of all goods, storage and rotation.
  • Ensure the timetable for receipt of goods meets service needs, storage capacity and availability of staff and is economical and efficient.
  • Seek feedback and ensure good communication with supplies officer.
  • Maintain appropriate records as decided from time to time.
  • Provide returns and information as required.

 Accounting/Finance:

  • Ensure that relevant accounting & ordering procedures are maintained in correct manner.
  • Issue of official orders as required.
  • Assist in preparing annual budget/ spend reports and trends.
  • Assist with processing and certification of invoices.
  • Monitor expenditure of individual hospital department in partnership with the Finance Department and implement budgetary controls where appropriate.
  • Negotiate with potential and existing suppliers with the purpose of obtaining value for money.

General Duties:

  • Liaise closely with procurement and finance on all aspects of contract management.
  • Establish and maintain up to date price lists, catalogues and other relevant purchasing information.
  • Consult with all key staff in the department, Chefs, Catering Officers/ Management team.
  • Advise and assist in selection of goods and ensure that acceptable standards are attained and maintained.
  • Standardise where feasible and desirable.
  • Be aware of modern development and technology in the purchasing and control of goods.
  • Ensure proper security of any hospital goods or property.
  • Report any deficiency of irregularity observed.
  • To assist in the development and/or the introduction and implementation of new technology.
  • To perform customer services duties as required.
  • To perform such other duties appropriate to the post as may be assigned to him/her from time to time by the Chief Executive or such other officer designated by the Beaumont Hospital Board.

Selection Criteria: 

Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.

Qualifications

Mandatory:

  • Statisfactory experience as a Supplies Officer within a Healthcare organisation.

OR

Educated to Third Level qualification of at least level 6 or demonstrate an equivalent level of experience of working within a setting in a health care organisation.

OR

Have obtained a pass (Grade D) in at least 5 subjects in the Leaving Certificate, including Maths and English and have obtained at least Grade C on higher level papers in three subjects in that examination or an equivalent examination.

  • Have good working knowledge of Integra Computer Systems.
  • Demonstrate a comprehensive understanding of supply chain management.
  • Demonstrate ability to lead a team working across supply chain activities.
  • Experience of creating Purchase Order numbers and G.R.N.s
  • Good working knowledge of Tendering process

 

Desirable:

  • Knowledge of Catering and or Supply Chain
  • Possess strong analytical and IT skills
  • Previous experience working in supply chain management
